Small Gardener Antique figure Red Anchor mark

Antique hand painted gardener
Beautiful little chap dates to the 19th century Great detail and vibrant colours
He has some losses to the flowers and I think he used to have a tool in his right hand other than that just fine
The back stamp is a red anchor lots of good factories used an anchor and I am struggling to pin him down to the correct one. I suspect he is German probably Dresden
He is 4 inches tall
