Made in China during the 1800's
Later the ones like this were used by women in their boudoirs
This should have a way to stand up; it does not, so there may be something missing from it like a stand it might have sat in.
I tied the handles together and it makes up a wonderful lamp shade for example. BUT to use it like this you would need a suitable frame to keep it off the bulb!!
